I'd suggest to try the diagnostic steps below in the following order:

1. Start Outlook 2007 in its' safe mode - run the program with the "/safe"
switch as described in the article below - and try to reproduce the problem:

2. Start Outlook 2007 also with the "/cleanreminders" switch

3. Perform the so called clean boot of the system:

4. Disable (preferably: uninstall) security software (antivirus/firewall)
for testing purposes

6. If still no go, try to manually reinstall all instances of Office and
install it back:
